One of the fundamental land use issues that exists for many municipalities is how to deal with the extraction of aggregate resources. On many occasions, WND has been asked to conduct aggregate policy review studies for municipalities to assess and balance a variety of issues. These include the reconciliation of demand and supply, the existing legislation/policy context, the objectives of stakeholders through the consultative process, and the evaluation, prioritization and protection of areas which are most suitable for aggregate removal within the context of geological criteria, transportation criteria (haul routes), environmental criteria, social criteria and economic criteria. The conclusions of these studies often involve the provision of a recommended policy implementation strategy and amendments to relevant land use planning legislation.

WND has recently completed the Aggregate Resource Review Study for the Township of King, Ontario which assessed the adequacy of the Township's existing Official Plan policies and Zoning By-law provisions and an evaluation of extractive sites across the municipality. Currently, WND is conducting an Aggregate Resource Policy Study for the City of the Kawartha Lakes as part of their Official Plan review process. This study has involved an extensive consultative process with area stakeholders and will culminate in the development of a new set of objectives and implementing policies to guide extraction in the City for the next twenty years.

WND is also currently representing the Town of Caledon at the Ontario Municipal Board in support of recently adopted Official Plan policies pertaining to the management of aggregate resources and has previously participated in a review of aggregate extraction policies for the Niagara Escarpment Plan.
