On behalf of the Toronto Catholic District School Board (TCDSB) and as part of a team of consultants, WND conducted a review of all residential planning and development applications within the new City of Toronto to determine projected pupil generation totals by elementary review area. Our analyses were an integral part of the underlying research for the preparation of the TCDSB's new Development Charge By-law.
